SABER and SALEEM: What Saudi Conformity Certificates Mean for an Inflatable Order

Products imported into Saudi Arabia are registered on the SABER platform, where a product and a shipment certificate of conformity are issued under the SALEEM programme before customs clearance. VAT is charged at 15% on imports, and customs duty follows the GCC tariff for the confirmed code.

The product certificate is about the item: it says this product, as described, meets the applicable technical requirements. The shipment certificate is about a specific consignment and references the product certificate. Customs clearance needs the shipment certificate, which is why a valid product registration on its own does not get the goods released.

Both are issued by conformity assessment bodies approved for the purpose. The factory's role is to supply accurate technical information — materials, construction, the electrical specification of the blower — and to make sure the invoice and packing list describe the same product that was registered.

Mismatched descriptions. If the registration describes one thing and the commercial invoice another, the shipment certificate cannot be matched to it. Agree the exact product description with the importer before the invoice is issued, and keep it identical across the registration, the invoice and the packing list.

The second common stall is treating the blower as an accessory. It is electrical equipment, so it carries its own requirements, and a shipment where the fabric body is registered but the pump is not can sit while that gap is closed.

The third is timing. Registration is not instant, and it is the importer's account that does it. If the importer is a newly appointed agency rather than an established distributor, add time for them to get set up.

As with any inflatable, the body, the blower, lighting and accessories can classify differently, so the code is confirmed by the importer or a licensed broker from the materials, use and photographs rather than assumed from a catalogue line.

A DDP arrangement is reviewed by quotation rather than offered as standard, because the conformity registration sits with the importer and cannot simply be transferred to the supplier.

Bulk production typically takes 3–8 days for simple items, 7–15 days for standard custom work and 15–25 days for complex or large pieces, counted from final design approval. Freight comes on top: express or air usually 4–15 working days, and sea, rail or truck usually 20–45 days, after dispatch and subject to route and customs

Run the conformity steps in parallel with production rather than after it. The technical details needed for registration are fixed at design approval, which is weeks before the goods exist, so there is no reason for the certificate work to start at dispatch.

Working back from Saudi National Day on 23 September, that means approving artwork by early July for a complex piece shipped by sea, or by early August for air freight.

Product type, target size, quantity, print-ready artwork, destination city, event date, and who will act as importer. If the importer already has a SABER account and a preferred conformity assessment body, say so: it shortens the sequence and it tells the supplier which technical file format to prepare.
