Importing Custom Inflatables into the US: Entry, HTS and Who Files

The importer of record, or a licensed customs broker acting for them, files the entry, and the goods are classified under the Harmonized Tariff Schedule. The general rate and any Section 301 duty on Chinese-origin goods are confirmed by the importer or broker once the code is settled. For a buyer the practical order is fixed: agree who the importer of record is, get the classification settled while the piece is still in production, and only then treat the landed figure as real. On freight, express or air usually 4–15 working days, and sea, rail or truck usually 20–45 days, after dispatch and subject to route and customs.

Who files, and why it is agreed first

The importer of record, or a licensed customs broker acting for them, files the entry, and the goods are classified under the Harmonized Tariff Schedule. The general rate and any Section 301 duty on Chinese-origin goods are confirmed by the importer or broker once the code is settled.

The entity named as importer of record is the one that carries the duty position and the compliance obligation, so this is agreed before the commercial invoice is issued rather than at the port. An agency producing a campaign usually either uses the client's importer, appoints a broker, or works with an importer of record service. All three are normal; discovering at the terminal that nobody on the paperwork can receive the goods is not.

A broker is worth engaging early even when the shipment looks simple. The classification conversation is the one that moves the number, and it is cheaper to have it while the goods are still on the factory floor.

Classification, and why the blower matters

An inflatable arriving as a complete package is rarely a single line. The fabric body, the electric blower, any lighting and the accessories can each fall under a different code, and the rate that applies to the body is not necessarily the rate that applies to the air system.

The importer or broker settles classification from the materials, the construction, the intended use and photographs. Ask for that in writing before the goods move. A reclassification while a container sits at the terminal is the same conversation held at the worst possible moment.

What the quotation does and does not include

A goods price is not a landed cost. Duty, any additional duty on Chinese-origin goods, freight, insurance and terminal charges all sit on top, and which of them you pay depends on the incoterm. Ask for the CIF value and the intended incoterm in writing, and the difference becomes visible before you commit rather than after.

DDP is reviewed by quotation rather than offered as standard, because the duty and tax position depends on who the importer is and where the goods are going.

Freight, volume and the packing list

Freight on an inflatable is charged on volume as much as weight, so the packing list is a cost document, not an afterthought. Ask for packed dimensions, carton count and gross weight in the quotation, and the freight figure becomes a quote rather than an estimate.

The invoice has to match the cartons, accessories included. A blower on the packing list but missing from the invoice is a delay waiting to happen, and it is the single most common paperwork mismatch on this route.

Timing it against the event

Work back from the installation date rather than forward from the order date. Bulk production typically takes 3–8 days for simple items, 7–15 days for standard custom work and 15–25 days for complex or large pieces, counted from final design approval. Working back from Independence Day on 4 July, that means approving artwork by mid-April for a complex piece shipped by sea, or by mid-May for air freight.

Two planning peaks dominate: outdoor events and trade shows from spring through summer, and retail campaigns from early autumn into year-end. Independence Day falls on 4 July and Thanksgiving on the fourth Thursday in November, with the retail weekend that follows it. Both peaks compete for the same production slots and the same freight space, so a piece for a summer event and a piece for a year-end campaign are both ordered earlier than the calendar suggests.
